I would remove any obstruction in the pipe... leave it open for the season, nothing will have time to nest in it. After the season put something over the pipe to keep anything out.

I have a smoky lake 2x6 drop flue. With air under and air over fire I get low 50s on a homemade arch. I'm sure if you added a preheater and hood on a factory arch you could get mid 60s.
