To get higher preheater sap you'll need to add a damper to the steamhood pipe. The it should be closed just enough to have small amounts of steam coming out of the space where the flue pan and hood...
You'll have to be careful though. If you plan on putting a preheater in there and use a fan you'll likely draw in cooler air from the outside causing your preheater to not be as effective.

It makes sense. The ramp starts about 4' back on a ten foot long evaporator. Now to find the sweet spot as to where it should end.
