I would use 5/16 for only 20-30 taps.
I have 50 or so on one and runs real good, the natural vac im getting really impressed me.
you are right on all the questions, 3'' square holes would be good.
if you have never soldered stainless, or welded it, find a shop to do it, and save you'r self a headache.

i would go with 4 so u can reverse flow to prolong cleaning without turning the pan.

you want the drop tubes only in the sap pan not the syrup pan.

The thin 20-22 gauge stainless is hard to weld without the precise control you have with a tig.
My cousin uses a galvanized pan and I swear I could taste the galvanized in the syrup.
you can get a 2x3 flue pan if you like drop flue,like the Leader American.
front to back will let you reverse the flow in your syrup pan so sugar sand don't build up that is if the front pan is four section ,side to side is called cross flow,it works just fine but you cant...
I think if the back pan is divided you would be able to make lighter syrup because the sap coming it wont mix with the higher concentrate that is about to enter your front pan,no divider in the back...

it will keep your line from pulling out, personally i would vent it, just seems right.
