Around my area, we have got a total of 1 in of rain since july. What if an effect will this have come Feb?

If these condtions continue into the winter, and you have very light snowfall, I think you will see very sweet sap, just not much of it. Remember, that any precipitation received during the season will impact the sap quantity greatly.

Thanks Mike I know with fruit, the dry condition make them sweeter. Just wasnt sure about maple trees

Very little rain usually coincides with more sun. When the leaves are on the sun is what makes the sugar and less water means it does not dilute AS MUCH. However, it is still better to have a good measure of both sun and rain for the best potential. In the end it boils down to what the weather does during maple season that impacts production the most. Even with very low rainfall, does your ground have moisture 8-15" down? If yes the maples get enough, if no they need more water, that is where most of the fine hair roots are. They are very efficient but must have moisture to take in.
