Is arch size determined by the size of the pan, or the size of the actual arch?

Chicken or the egg its a hard question to answer the way you ask it. If you have the pans then you need to build the arch to fit the pans and vice versa. I think its hard to make a miss matched set of pans and arch work well together.

I wouldn't think the arch would have to be any bigger then the pans plus room for the stack.

I have a 2x6 set of pans and the arch is 24"x84", the extra 12" for the stack base.

Arches generaly fit the pans and have extra length for the stack. So a 3 x 10 arch is really about 11 feet long.
