I have a propane setup with this "grill" and a silver creek pan that fits it almost exactly.
https://www.amazon.com/Goplus-Outdoor-Portable-Detachable-3-Burner/dp/B07LBK17K9/ref=sr_1_6?crid=24GFLW2DHZRD7&keywords=3+burner+grill+225%2C000+btu&qid=1676303301&sprefix=3+burner+grill+225%2C000+btu%2Caps%2C64&sr=8-6&ufe=app_do%3Aamzn1.fos.f5122f16-c3e8-4386-bf32-63e904010ad0

What I would like to do, is insulate around the pan/grill.

Now I know I obviously do not want to go down to the floor I was thinking about insulating from about 1" above the bottom of the pan, to about 6-12" below the 3 burners giving at least 16-20" of air flow below that for the burners to get oxygen.

Would this work to help direct more heat to the pan? I am just trying to make the propane as efficient as possible. I know it is overall inefficient price-wise, but lifestyle-wise, I don't really have a better option.

That says fire block rated. does that mean it wont burn in open flame?

Would a skirt of metal roof flashing provide the wind break you're looking for? You could roll that around and make it as high or low as you want. It looks like Home Depot has aluminum rolls 20" wide that you could wrap around the grill and make cut outs for the control knobs.

You could possibly use cement board as an alternative that may prove easier to work with.
You should put whatever you use on the inside of the legs and frame work as the retained heat will burn off the paint, etc if the insulation or board is placed on the outside.
Both mineral wool and cement board are classified as noncombustible so they won't catch fire.
With mineral wool you will have to protect it from moisture.
But you idea will work and keep more heat where you want it.
