I want to know if I can use a diaphram pump to transfer syrup ?
I don't know if a Shurflo is strong enough, but yes food grade diaphragm pumps are used mostly anymore.

Just a guess, but I doubt a Shurflo would move much if any syrup. If it would, I'll bet you would need to heat it using a band heater and bring it to near max temperature for the Shurflo.
I think you'd be much better off using either an air powered diaphragm pump or a air powered transfer set up, by putting 10-15 PSI pressure on the barrel and let that push the syrup out thru a hose to your finisher. Be careful not to over pressure the barrel. Like this: https://leaderevaporator.com/drum-pump-air-dispenser/ It needs an air regulator. Other sources may have similar ones.

A diaphragm pump would be your best bet, but there are some smaller type pumps available. Shurflo would likely not be satisfactory. If you don't mind slow and manual (but at least relatively inexpensive), hand pumps are available.
