Ice bath bulk tank

Does anyone have knowledge on the functionality of older bulk tanks? I just bought a 150 gallon tank and was told it worked when last used 4 years prior. It is a dairy equipment company model 150. I plan I using it to store concentrate. Do you just fill it up with water and turn it on? Looks like it has a sump pump that circulates the cold water around the top of the tank. I’m not even sure it I can safely turn it down to 33-34 degrees.

Have you had the refrigeration unit checked? That will tell you if it is going to work or not.
