The size of your pan will determine some of your answers. How big is the pan? Insulate with a non combustible insulation. I used roxul bats in my past oil tank evap and had good success. They are non combustible up to 2100*. For the grates I used angle iron with 1/2 in spacing in between positioned vvvvvv like that. What kind of blower doesn't matter as much as how to control how much air you get, like putting a damper or ball valve on the air intake pipe.
