So if one has 1 gallon of syrup measured at 66 brix and that gallon is taken to 76 brix would that gallon be reduced in volume by 10%? Just wondering if volume is effected proportionally to percent of sugar.

No....it is not linearly proportional.

At the other end of the scale though as a "rule of thumb" it would seem that taking 2% to 4% is removing 50% of the water. True?
