You can build one, but I've made a few out of generic versions of a Stanley Wonder bar. I paid under $2 ea. I simply use a dremel tool with a sanding sleeve on it and I use that to grind the notch. I use a 1/2" sleeve. I get at least 1 on a sleeve, sometimes 2. Just don't push too hard. Those work real nice, took very little time and cost very little. I grind them in about 1/2-5/8" deep.
If however you prefer to make one from scratch, the plate should be anywhere from 1-1.5" wide and about 2-2.5" long

I also use a Wonder Bars/flat bars I take an angle grinder and grind out the hook end. I like the taper they have to get under taps that get close to the bark. I bought a long handle one from CDL for the end of mainline taps that get a little high especially after the 24" of snow melts. Claw hammers suck.

My first one took about 15 minutes, I made later ones in about 10 minutes.
