THere is an electric probe one can buy that will shut off the syrup once the bottle is full.
I am thinkng about buying one.
WIll they work if the syrup has foamy bubbles as it nears the top of the jug or bottle?

I believe it will respond as soon as the bubbles reach the probe. You need to slow the fill which should eliminate the bubbles until you get to the ver end when any bubbles you might have in the canner will flow out the valve and into the bottle.
The foam will close the valve. As Dave said you need a ball valve before the fillstop to regulate flow to prevent foam. I have used Leader's an have built my own. I would not bottle without them.
