I found a hood that was used for welding but was never used its just unpainted steel could I paint it and use it for a steam hood?

Likely not a good choice. I don't think there is any paint that the US approves for food contact. Besides that, it likely has many contaminants on it from welding fumes.

Look up Camcote.

What about lining the inside with plastic? I've seen where guys have made hoods out of plastic with a wood frame

Wouldn't it just be easier to make one out of aluminum? My 1st 3 set ups wore homemade aluminum hoods. My current one was going to also (the MFG quoted me $1950) but when I got there to pick up the evaporator they asked if I was interested in a demo model they had which was slightly dented. My wife and I looked it over and asked how much? The dents were very minor and when they said $800 we loaded that on the truck too. I now have a SS factory made hood and I can no longer find those little dents.

I would definitely check out Camcote. It is food safe and a lot of beekeepers use it to keep an older, galvanized extractor in use.
