This may be a stupid question but I need to ask. If I started with 1000 gallons of 2% sap and concentrated to 8%. That would give be 250 gallons of concentrated sap. If my evaporator gets 60gph.. Does that mean I'll be boiling for 4 hours or does concentrate go faster?

Sounds about right.

You'll be drawing off more syrup so realistically you will be processing faster than 60 gals per hour.

Evaporation Rate = the amount of water boiled off, typically in gal/hr
Drawoff Rate = the amount of syrup produced, typically in gal/hr
Processing Rate = Evaporation Rate + Drawoff Rate
Evaporation Rate won't change (much) with a change in concentration, however Drawoff Rate will increase as your concentration level rises (it takes less evaporation to get to syrup). Therefore your Processing Rate will increase somewhat.
