I have a tree with 2 taps, 1 tap flows great while the other is bone dry!
I am thinking of pulling this tap and tapping another hole in the same tree.
Is this a big no no or is it ok?

Give it time!!! It may come into it later in the season. The sap hasn't really begun to run yet. Tapping it again would only wound the tree more.

Not a single drip of sap yet!!
What else besides dead wood could possilbly cause sap not to run?

How long has it been tapped? If it is on the Noth side of the tree and the weather hasn't been warm enough for long enough it could still be frozen on that side of the tree.

I had a red maple that didn't run for a week or two, not a drop and when it started running, it was running like 3 drops a second several times.
Go figure.

Leave it in, I have hade more than a few taps that were dry all season, then in the last week or so, theye turned on and ran like crazy.

I guess I will leave this tap and see what happens.
Thanks for the input!
