Should new plastic syrup bottles be sanitized with hot/boiling water just prior to filling with syrup. In the years past, I have only canned in mason jars. We have heated the jars and filled with hot syrup. Do I need to do the same, or just fill the bottle, cap it and lay on its side with handle down. Or completely upside down????

If you know that they are clean & new right out of the box and or bag. Simply fill cap and turn on its side. I turn mine upright after about 5 minutes.

Right out of the box turn them upside down and give them a tap to shake unsuspecting objects out of them.

Plastic jugs are already sterilized right out of the bag or box. As suggested by others just make sure there's no debris inside before filling. The injection blow molding process sterilizes them as they are being made.

Bacon jugs are packed upside down and in bags so that there is less chance of there being debris inside.

Last year I had a an entire batch I bottled in these new plastic jugs that ended up with a little skim of mold on them. I know they were bottled at the proper temp but I didn't lay them on their side. This be the reason why?

Yes that is probably the reason why. Laying the jug on it's side for a few minutes lets the hot syrup sterilize the cap area and seal. When I jug my syrup I lay the jug down after I cap it and fill the next one. After the next one is full I stand the first one up and repeat the process.
