I just got a TM series water meter from Webbs and have couple of questions.
If it's installed flat (horizontal) and can drain out between uses, does it need to be kept from freezing?
Right now, the display is on top. Can I roll the meter over, so the display is on the side? I wasn't sure if the meter would still work in this orientation.
Also, can I turn the display 180 degrees, so I'm not reading it upside down?
Is there a good way to check the accuracy of the 1.5" meter? I don't trust the markings on tanks too much to use the truck tank to calibrate it.

Most meters come with instructions for installation. I'll tell you what I think, but you should check the installation details for that particular meter.

As long as it is drained between uses, freezing shouldn't bother it.

Depends upon the meter, but it should work in that orientation, but may not be as accurate. The impeller typically turns about the axis when it lays flat. By putting it on its side it can affect the bearing and wear it out much faster.

This is very meter specific. Read the instructions. Some you can, others not, and you can damage them if you try.

Use another meter, or you can fill up a 5 gal bucket 4-5 times.
Most of the time for flowmeters there is a requirement to NOT have any sort of restriction, fitting (elbow, tee, etc.), or change in direction of the flow for some distance both upstream and downstream of the meter. Usually it's something like 4-5X the pipe diameter minimum....longer is better.

Thanks Dr. Tim. The directions are pretty vague on what you can/can't do with it. It can be mounted horizontally or vertically. Since vertically, it makes sense to me that it can be rolled on its side, but wanted to check. I wasn't sure if a 5 gallon bucket would give it enough run time to get a decent reading out of it for calibration.
