If it is just surface rust, take some fine sand paper and polish it off. If it is pitted, you may have to put a hone to it. Getting the barrel clean is more important than the drum. Clean the surfaces after you are done with some Brake cleaner.

they make a 3m pad wheel that has fine sand paper in between little the 3m pads. they fit in an electric screw gun... or chorded. I had a pump last year that I acquired, which was a little worse then your pictures. the 3m/sandpaper wheel on my screw gun did the trick in no time!
