I was trying to find the best way to connect two ibc totes together, does anybody have any suggestions?

I don't know what type of outlet you have but I have 6 connected together for permeate storage. I ran a pvc pipe using tees and elbows, connecting them at each outlet. You can install a tee between them that connects to a valve for drainage. I ran a fill pipe to one of them and they all fill evenly. Be sure to use a large enough line between them to handle at least 1/2 the inlet volume. The more tanks you connect, the larger the connection line should be.

I have three for permeate linked together
Mine had a short piece of thin wall pipe with the threads on the valve. I used a fernco fitting there connecting to inch and a half schedule 40. Works perfectly

If storing outside, do you need to worry about the PVC freezing?

Mine is in an unheated building. During the season I haven't had any issues with temps getting down to the mid to low 20s temporarily. You can however, shut off the tanks and drain the lines if freezing is an issue. PVC holds up better to freezing than copper.
