I've aquired a number of older blue taps and some of them have double outlets. What exactly are the bouble outlet taps used for?

They were to be used to go from tree to tree.. no drop line. Now you could go wet / dry line to the tap!

So basically I can use them when I want to put more than 1 tap in a tree instead of using "T's" and kind of run them in series?

Yes. However, they are old technology. You might be better off with the modern plastic spiles.
Are they unused? If not, they have plenty of bacteria in them. They were, usually, used for years. Ours were back in the day. And they are 7/16"- a harder hole for the tree to heal up and close. 5/16" is easier on the tree.
