Surge BB2 Question

I have an old Surge BB2 vacuum pump I need some quick help on. I am not sure but I believe the dipstick used to have a ring on it to control the depth it sat in the hole for measuring the oil level. I am not sure if it was never there or if something broke off but the dipstick falls all the way in until it contacts the bottom of the tank. Can anyone tell me if this is the case on their dipstick or if they can tell me the depth of the oil in the bottom of the tank?
