If all of my sales are on farm only, am I required to grade the syrup?

In NH we are required to if we sell to the public. I wouldn't be surprised if it is the same in PA.

I've been told that in NY you didn't need to grade it under the old system, but if you did (I never saw much ungraded) it had to be correct. Using the new system I don't know if that is an option, but in NY we can not use the old grades after 1/1/15. I have no idea what Pa. regs are.

I guess I should just quit being cheap and spend the 20 bucks on a temporary set and see how it goes.

That's the best way (a grade kit), if you are going to sell it. If for home use or gifting, anything goes.

It does not need graded in PA, even with the new grading system. If graded, it must meet the grade.
