Pushing 3/16 tubing onto a spout by hand.

Ok I have done 5/16 tubing by hand easy. But the CDL spouts for 3/16 tubing are different. They have a rim that I can't tell if the tubing needs to cover or not.

I can't for the life of me push the tubing over this rim because it is not graduated. Do I need to find a method for getting this tubing past this rim or is the rim simply acting like a stop for the tubing?

I talked to someone from CDL. No. It's not suppose to go over it.
