I have two steamer pans I've been using to finish syrup on after it comes off the half pint. ( Not sure name like the big pans meatballs are served in at the banquet wedding hall). I had a hole and valve fitting put in them when I first got them. My question is they are not stainless and they constantly burn about at the top level of syrup in the pan. Would stainless pans not do this. I heat them with a old full size stove I have in my sugar shack running on propane. Thanks. They are about 1 foot by maybe 2 feet in size

Stainless will do the same because of splashing and foaming. You could try wiping the upper edges of the pan with veg oil on a paper towel but apply it sparingly.
