It depends on what type of pre-heater you are talking about. If it is the little tray that sits on the back of a barrel type (single flat pan +/- a couple of divisions) then no, you don't really need a drip tray since you won't be getting much condensation. If you are talking about a series of parallel pipes above your flue pan that is covered by a hood then yes, you really should have a drip tray, since you will get gallons of condensation.

The drip tray will also catch the condensation coming down the steam stack. I need to make one for my front pan steam hood.
