Least vacuum

What is the lowest amount of vacuum you can have to make vacuum with it?.5,10,15?

My guess would be 5", when I found the gauge that low there was a major problem somewhere, my Father would say that there was vacuum, but I proved there wasn't as you cab suck on the end of a guage and have it read 5", so that wouldn't translate to much out in the bush would it?
