I am switching to an oil fired evaporator. I think I recall that the height of the smokestack should be twice the length of the evaporator when using wood. I believe this was to have optimum draft. Does the height of the stack matter when using an oil fired blower? If so, what is a good rule of thumb for how high it should be?

No because the oil burner gives you your draft.
Our stacks on both evaporators are just high enough to get out of the building, perhaps 7-8 feet including the stack taper. Producers with taller ceilings/roofs than ours use barometric dampers to decrease the draft in the arch so as not to suck the heat out of the arch with too much draft.
