Tap Holes Not Healing Over

I'm a little concerned as tap holes on two large silver maples are not healing over. They seem to be oozing moisture with a black stain down the sides and now have some kind of bugs in them. What can be done to help them out or will they simply fix themselves?

Don't put much thought into, I have some trees that holes from this year have completely healed over and the holes from the prior year are still open. Now you can see how the tree has started to heal just not enough to completely cover the tap hole.
