So sell it to the Federation. Then wait to get paid! You guys have it tough up there. Personally I would sell it locally and get paid at time of sale.

I have no respect for people or governments that dictate your every move. If a person wants to sell 20 gallons of syrup then he should be able too. They did not say it was bulk syrup either. What they did say is he or she had 20 gallons of both grade A and grade B for sale. Now please don't tell me you have a problem with someone selling 20 gallons of his or her syrup so they can make a few bucks. I have many Quebec friends and they all sell syrup for cash. And please don't tell me you have never sold a gallon here and there for a little extra cash. I think you need to lighten up a bit.

Spud, i would said that Vermont have some laws about syrup that you respect i'm sure. In Qc, it is the majority of the producer that decide to form the FPAQ, and They ask for laws about bulk syrup.
This is democracy, when majority ask. anything pack over 5 liters is considered bulk.
The only way to sell syrup without being under the FPAQ rules is direct sales of less than 5 liters containers, from your farm. Any exportation is under FPAQ rules.
I also have no respect for some of US laws, but if the majority of concerned peoples ask for them, they are legitimates. Sorry for my "too much direct " answer to you...
