There is a pan available that is made of english tin with some surface rust on it. Is it safe to use this type of pan? And is it easy to remove surface rust?
Or am I better off getting a couple of 12x20 hotel pans?

Here's my experience with tin. If it is rusting, then the protective galvanizing is gone(maybe just where it is rusting). If its just on the surface it can probably just be cleaned off and used. Beware that there may be pits that go all the way through. You can certainly use it to make syrup for yourself or friends, people have been using it for years. There is a huge difference in making syrup for yourself and making syrup to sell to others.

The thing that concerns me is if it has lead solder and having that contaminate the product.

If it is english tin it has lead solder. There is also lead in the tin coating.
