Where in NH can I get a SS tray 1' X 3' x 1 1/2 " H made for my preheater

Any sheet metal shop or fabrication shop could make that pretty quickly. Check the phone book- someone must be near you that can do it.

Does the tray need a fitting welded to it to drain the condensation? Yes I agree with Haynes. Call Jim Schumacher. 920-202-4500. It will be done perfect and for cheaper then most hack shops will do it
