I signed up for bar codes through the government and it was $760 and $150 to renew next year. That was for 100 codes and it was about $1500 if you wanted a 1000 codes. That was for a very low annual sales and don't know where the cutoff would be for a higher rate.
You could also just sublease a code form a company that bought up a bunch to resell. There are a few resellers that got into it before the law was changed, you would have to research that.

I just bought 100 upc codes from www.legalbarcodes.com for $80.00 there is no yearly fee and you own them. This is all new to me but so far so good. Good luck
