Is 200 deg.+ preheated sap to high, going into the 2nd pan? sugar sand is what Im wondering about.

No it is not. If your preheater is working that good then don't touch anything. You are not going to see sugar sand build up until it gets into the syrup pan

6x3 flat pan with homemade preheater. Hood and some copper tubing. I can control temp +,- 5 deg Had ALOT of sand in back pan this year, should I try to stay below 190 or am I going to get the sand anyway in the syrup pan? If you boiled it 10 times over 190 could you get sand 10 times?
Would you mind posting pics of your preheater and hood and drip pan? I am trying to design and build one and I am pretty confident about everything except the drip pan - I have no idea what that should look like.
(I'd love to get 190 or 200 F input to my pans!)
