I had a buddy weld me up some pans. He didn't have time or the experience to weld the bottom of the dividers in the syrup pan, he only tacked them in place. We tried silver soldering them with propane but the heat was warping the stainless. Would a soldering iron work better for this application so that the heat is only concentrated on the area directly in contact with the iron?

Yes, but you will want a helper. One to hold the soldering iron against the bottom at the right point and one to apply the solder. Use silver solder, clean with a very fine SS brush and use flux rated for use on SS. After the application you can smooth it out from on top if needed. Use a large iron and get it glowing hot. On the part where you might need to smooth things out from inside, use salamoniac to flux the iron. File the iron smooth, get it hot and touch it with sal ammoniac. You can buy it online, and just a small amount will last you for years of use.
