Do the syrup pan partitions have to be sealed except for the cut away corner?

For obtaining the proper gradient I would say yes

the seal should be watertight, but if it's got a couple pin holes i don't think it's a big deal.

Sealed is good but its not a boat so you wont sink:) As long as your cooking and drawing off small mixing along the dividers will not hurt your operation. I would rather have leaky partitions than non at all. Carry on soldier
